• Democratic People's Republic of Korea (North Korea)
• Democratic Republic of the Congo
• Guinea
• Guinea-Bissau
• Haiti
• Iraq
• Islamic Republic of Iran
• Lebanon
• Libya
• Moldova
• Myanmar (Burma)
• Nicaragua
• Republic of Mali
• Republic of South Sudan
• Russia
• Somalia
• Sudan
• Syria
• Ukraine
• Venezuela 
• Yemen
• Zimbabwe

The issue of certificates is prevented here where possible. Certificate requests or the issue of certificates for these countries can also be immediately withdrawn in retrospect.
